The 1,550 sqm, purpose-built centre will be located on Craigshill East Road and will replace the existing Clarendon House in Linlithgow a historic building with listed status and Blackburn Day Centre which was built 40 years ago.

When complete the centre's modern, high quality facilities will comprise an arts and crafts room, a music room, an IT training suite as well as a custom-built sensory garden.
The centre will have level access throughout to help less physically-able visitors and the design has made effective use of sustainable materials and systems. This includes a brown roof, also known as a biodiverse roof, which will help reduce energy bills, and contribute to the town’s biodiversity by supporting rare species of plants, animals and insects.
The contract also includes the construction of a 44-space car park.
