IPC Receives First Applications

The Infrastructure Planning Commission (IPC) has received its first formal applications from Western Power Distribution and from Covanta Rookery South for development consent.

Western Power distribution has applied for a 132,000 volt overhead electricity line to connect Maesgwyn wind farm in Banwen, Neath, and Covanta Rookery South for an energy from waste and materials recovery facility to be located in Bedfordshire.

The IPC has 28 days from the day after the date of receipt of an application to decide whether to accept or reject it. This decision is based on a range of considerations, including the adequacy of public consultation undertaken by the applicant.

If accepted, an application will proceed to examination by IPC Commissioners. Shortly after acceptance, any member of the public will be able to register as an interested party. This provides the opportunity to make a written representation and to participate in relevant hearings. From the point of accepting an application, to the decision on whether or not to grant development consent, the IPC will take less than a year.

Sir Michael Pitt, Chair of the IPC, said: "A great deal of preparatory work has been done and the arrival of the first two project applications and the continuing rapid expansion of the programme of projects demonstrates growing confidence in the streamlined process for deciding nationally significant infrastructure projects.

"If these applications are accepted, and proceed to examination, the public will be given their first opportunity to make formal representations to the IPC. A major priority for us over the next few weeks is to continue our work with communities who are affected by these proposals, to ensure that the process is understood and people know how and when to register to have their say."

If the relevant National Policy Statement (NPS) has been designated this decision will be made by Commissioners. If not, the IPC will make recommendations to the relevant Secretary of State, who will make the decision.
