Manchester City Council is seeking developers to transform a surplus multi-storey car park on Church Street into a landmark project in the heart of the city's iconic Northern Quarter.
Named St Paul's, after the historic church that once stood on the site, the 1.54-acre (0.62-hectare) location offers a unique opportunity to create a sustainable, mixed-use development that reimagines the area while respecting its heritage.
The Council envisions a dynamic scheme incorporating mixed-tenure residential and commercial spaces, complemented by a new public square. Proposals should align with the Council's broader strategic goals, including economic growth, housing development, and environmental sustainability.
Manchester City Council is emphasising the importance of world-class architectural quality for the project. The development should harmonise with the Northern Quarter’s celebrated character, known for its creative ethos, independent businesses, and rich heritage.
The current car park is considered out of sync with the vibrancy of the surrounding area. The Council is calling for designs that integrate the historic street patterns and create ground-floor opportunities for independent businesses, reinforcing the Northern Quarter's reputation as a hub of innovation and individuality.
The redevelopment of the Church Street site is positioned as a key step in supporting Manchester's continued growth and enhancing the Northern Quarter's unique identity. The Council hopes the project will create a welcoming urban space that balances contemporary ambition with respect for the neighbourhood's past.
The Invitation to Tender (ITT) is being managed by CBRE on behalf of the Council. Developers are encouraged to present proposals by 13:00 on Wednesday, 12 February 2025.
