Devon County Council's Executive has approved the submission of the Major Scheme Bid for the A380 Kingskerswell Bypass.
The cost of the South Devon Link Road scheme has been revised in line with latest Government guidance and is now estimated at around £129.9 million. A major factor has been a 26% rise in construction price inflation over the last two years.
Devon County Council and Torbay Council will meet 10% of the scheme costs. Negotiations will now take place between the two councils to reach an agreement over the financial contribution from the local authorities.
Councillors noted the updated cost forecast and approved the publication of a Compulsory Purchase Order and a Side Road Order, in advance of the outcome of the Major Scheme Bid in order to reduce potential for delay.
Councillor Margaret Rogers, Devon County Council Executive Member for Environment, said: "We need to press ahead with the project which will provide a key link to South Devon. Hopefully now we can get the funding from the Government and get the road the area needs."
The scheme was given planning permission two years ago and was recognised as a priority in the Regional Funding Allocation, with £108 million of Department for Transport Funding earmarked for 2010 to 2013. The County Council will now go back to the DfT to gain further financial support for the scheme.
The proposal is seen as the best way to reduce congestion and improve air quality and road safety on the A380 between Penn Inn and Kerswell Gardens, as well as providing economic benefits.
