Tracey Barlow Joins Highways Agency Board

The Highways Agency has appointed Tracey Barlow as a non-executive director, the Agency's Chief Executive Archie Robertson has announced.

Tracey, 42, gained a BSc in Chemistry from the Open University whilst working for ICI as a research student. She has spent the past 20 years working in the utilities sector.

Most recently, as Head of Programme Delivery, Tracey was responsible for the delivery of Scotland's £2.3bn water and waste water capital infrastructure programmes. She managed this delivery programme through a seven-partner Joint Venture organisation with Scottish Water. The unique nature and success of the Joint Venture has been recognised through numerous industry, customer, stakeholder and environmental awards.

She also has extensive Operations and Customer Services experience, culminating as General Manager Network Operations for multi-utility services for the North West of England. Tracey was Transition Manager for the first water industry operations outsourcing contract involving Welsh Water and United Utilities Plc. Welsh Water moving from seventh to first in the OFWAT regulatory ranking demonstrated the success of the contract.

Currently, Tracey is an independent consultant specialising in business development. She also runs project management and business improvement training programmes.

Archie Robertson said: "I am delighted that Tracey Barlow has joined the Highways Agency Board. She has considerable experience in large infrastructure organisations and in facilitating the continuous improvement of project management."

Ms Barlow said: "I look forward to working with the Highways Agency and, in particular, being able to provide advice on developing the skills of staff who manage its complex infrastructure programme."

The Highways Agency is responsible for the management, operation and development of the strategic road network in England, comprising some 4,500 miles (7,200 km) of motorways and trunk roads. These roads carry one third of all traffic and two thirds of all road freight.
