Campbell is currently the Director General of the Office of the Third Sector (OTS) in the Cabinet Office. He has been responsible for the creation of the OTS, bringing together a number of different units from across the civil service into one organisation.
He has been the lead civil servant within government on voluntary sector policy and practice, including responsibility for a large grants programme. Prior to joining the Cabinet Office he led both the campaigning team and public policy department at the National Council for Voluntary Organisations.

On announcing the Shelter Board's decision, Professor Tony Crook, Chair, said: "We are very fortunate to have been able to attract such a strong candidate to the post.
