Flexibility In Investment Framework Welcome But Concerns Remain

The Chartered Institute of Housing (CIH) has welcomed the promise of real flexibility for affordable housing providers in the new investment framework published, but finds the principle of charging poorer households higher rents to fund new development flawed.

CIH called for greater flexibility for social landlords to manage their housing stock in its research with Savills, Appreciating Assets, and it is pleasing to see many of these principles reflected in the new framework.


CIH continues to raise concerns about an investment system which uses rents charged to the least well off in society to fund new development.

Sarah Webb, CIH Chief Executive said: "These are exciting times to be working in development and to be creating strong communities. It will be challenging for housing providers but there are also great opportunities; our job will be to support them to take advantage of the new flexibilities."
